Compiler UI parity update -- reference: PHLEGM v9 Revision r10

Engine
- tools/Compiler-UI.ps1 is byte-for-byte identical to the PHLEGM v9 r10 engine.
- tools/bootstrap/Install-and-Compile.ps1 and its 2 launchers are identical to PHLEGM v9 r10.
- Mindrealm-only targets, controls, labels and build arguments remain in tools/Compiler-UI.json.
- Build-Mindrealm-v1.ps1 and Package-Mindrealm-v1.ps1 are unchanged.

UI behavior
- PHLEGM v9 r10 CSS and HTML styling.
- Current build progress percentage shows three decimals; ETA counts down on known duration.
- At zero ETA, the predicted build duration counts up and the overrun is shown.
- Uses the saved most-recent-seven successful builds, with trimmed average.
- Failed/cancelled builds do not change the successful-build history.
- Settings persist outside the developer distribution.

Project identity
- Mindrealm v1 Revision r8 is the current milestone.
- revision is stored as numeric 8, presented as r8.
- Mindrealm v1 Windows OpenGL/D3D11 and Linux OpenGL target policy is unchanged.
- The Mindrealm v2 BSV/TIL paperdoll generator is a separate subsequent work item.

Validation
- Static parity, configuration validation, ZIP integrity, asset retention, bootstrap parity.
- Not a claim of successful Windows/Linux FreeBASIC compilation; native toolchain is absent here.
